The Justice Strike Force's ranking system is based almost solely on prestige earned, but there are also level requirements and a few other things that play into promotions. Here are the requirement for invitations/promotions, listed in order of rank from lowest to highest.

Rank Recruit
This is the title you possess when you first join the Justice Strike Force, so
the following requirements are what you need to join the JSF
You must be level 6 or higher

Rank Lieutenant
You must be level 16 or higher
You must have been in the JSF for five or more days
You must have earned 20,000 or more prestige
You must have registered an account on the forums

Rank Captain
You must be level 24 or higher
You must have been in the JSF for fourteen or more days
You must have earned 60,000 or more prestige
You must have met requirements for all former ranks

Rank Commander
You must be level 32 or higher
You must have been in the JSF for twenty-one or more days
You must have earned 120,000 or more prestige
You must have met requirements for all former ranks

Rank Leader
One of the "trio of leaders" must have been killed off (possibly by a rival SG)
You must have met requirements for all former ranks long ago
You must be exceptionally outstanding in all forms of SG performance and
participation
