The Justice Strike Force's "Vengeance" uniform, counterpart to the JSF's "Liberty" uniform, consists of varying shades of red, along with the standard black, white, and grays.
There are only three required costume parts on the Vengeance uniform: the shoulder mounts, belt, and cape. The rest of the costume you can customize as much as you like, as long as you stay in the uniform's color scheme (given to the left). Obviously there are exceptions for things such as hair, or skin color. If you are unsure about being allowed to deviate from the color scheme, simply ask an officer.
So, basically, everyone with the Vengeance uniform will have the same shoulder mounts, belt, and cape, each with the exact same colors and design. The rest of the costume will then be slightly different from one to another, as you can use whatever costume parts you wish, but all the colors used will be based off of the same palette, which you can view on the left.
In the red box below are the required costume parts, and their required colors. You can view these parts in a graphic taken straight from in-game on the right, and the colors referenced you can view in the image on the left. Because the cape is such a major part of the uniform, you will need to be at least level 20 before getting a uniform (as the veteran reward shoulder capes are not allowed on an official Justice Strike Force uniform).
If you absolutely cannot spare one of your costume slots for your supergroup's official uniform, you can contact Dark Insanity about getting a free bonus fifth costume slot from last year's Halloween world event.

Part - Medieval 2
Colors - Red 3, Red 8
The Belt:
Part - Jewel
Colors - Black, Red 8
The Cape:
Type - Any "mantel" type but Shoulder Capes
Part - Long Cape
Design - Stars 2
Colors - Red 1, Red 8 (Interior and Exterior)

Remember, each of these costume parts and their corresponding colors are required for an official Justice Strike Force Vengeance uniform. After you think you have it right, contact an officer to inspect it. We will be brutally honest if your uniform is incorrectly made! If you need to change a piece of the uniform for concept purposes, or the size of your character, please explain this ahead of time and we'll more than likely give the green light on it.
